  28.      From the Vancouver Sun of April
  29.      26, 1976, we learn (in a report datelined
  30.      "Terrace") some details of an
  31.      event which is said to have occurred
  32.      on April 21, 1976,- ""Bill Toffan, the
  33.      21 year old Terrace RCMP constable
  34.      who said he had a near crash last
  35.      Wednesday after sighting an unidentified
  36.      flying object while on highway
  37.      patrol, has been ordered by his superiors
  38.      not to comment on the incident.

  40.         "Toffan says he would be putting
  41.      his job on the line if he said anything
  42.      further, but his superior says there is
  43.      nothing out of the ordinary in the
  44.      order.

  46.         "RCMP subdivision head, Edward
  47.      Trefry, denied there is any police
  48.      cover-up of the incident.
  49.  
  50.         "We're not trying to hide anything
  51.      It's simply policy which has been
  52.      laid down throughout this subdivision
  53.      that all press releases are
  54.      made by senior personnel at each
  55.      detachment instead of by the individual
  56.      officer. Inspector Trefry said in an
  57.      interview from Prince Rupert.

  59.          "This is to avoid confusion and
  60.      there are no exceptions to the rule".
  61.      he said.

  63.         "According to a press release made
  64.      last week by  Staff-Sgt.  Murray
  65.      Morrison, commanding officer of the
  66.      Terrace detachment, Toffan saw  a
  67.      vehicle with its lights flashing ahead of
  68.      him on Highway 16 about 60 miles
  69.      east of Prince Rupert.

  71.         "However, when he drew closer, he
  72.      discovered it was not on the road, but
  73.      was flying. As Toffan drew abreast of
  74.      the air-borne object there was a blinding
  75.      flash. He was so startled he nearly
  76.      lost control of his car. He stopped and
  77.      investigated the area on foot but found
  78.      nothing.

  80.         "Immediately after the sighting,
  81.      Toffan dropped out of sight - on four
  82.      days, prearranged leave, according to
  83.      Morrison.

  85.         "Morrison told a reporter Friday
  86.      that police further checked the area in
  87.      daylight but found nothing to assist
  88.      them in identifying what Toffan saw.

  90.          "As far as We're concerned, the
  91.      matter is now closed,, Morrison said
  92.      then.

  94.        "He was unavailable for comment
  95.      today.

  97.         "The earlier theory of a Light aircraft
  98.      in trouble has been discounted
  99.      by the rescue co-ordination center in
  100.      Victoria".
